The fact that Barranquilla were chosen as capital culture, was thanks to the "alcaldia de Barranquilla", that talked with the president of this entity and persuade him to take a visit to Barranquilla, and then when he saw the city he realize that Barranquilla is very positive and have a interesting  international view that make Barranquilla deserved of the title of capital culture.

No , but this title, will allow Barranquilla to be recognized in a international level.
